This study examines the impact of the retribution policy on the economic empowerment of street vendors (PKL) at Rangkasbitung Market, Lebak Regency, with a focus on the local government perspective. The findings indicate that while the policy successfully maintains cleanliness and order, its impact on the vendors' economic welfare is limited. Despite the regular payment obligation, vendors do not experience significant improvements in income or business conditions. The study highlights the need for greater transparency in the allocation and use of retribution funds. Additionally, integrating citizenship education into the policy could increase vendors' awareness of their rights and responsibilities, supporting the policy's success. The study recommends enhancing transparency and adopting more inclusive policies involving vendors in decision-making
