Abstract

This study evaluates the effectiveness of implementing Banten Regional Regulation No. 2 of 2016 in empowering small businesses in Baros District, Serang Regency, with a focus on its impact on improving human resources (HR) quality. The findings reveal that although various training and mentoring programs are provided, their effectiveness is limited due to a mismatch between the training materials and the practical needs of small business owners. The training programs emphasize theory and administration, while mentoring focuses on business legality and administration. This study suggests that the government improve training quality, expand mentoring, and integrate technology to enhance the effectiveness of small business empowerment
