Abstract

This study analyzes the implementation of the Indonesia Smart Program (Program Indonesia Pintar/PIP) as an affirmative education policy aimed at reducing dropout rates among students from low-income families. Employing a descriptive qualitative method, the research gathers data from document analysis, literature review, and primary sources including interviews and questionnaires. Findings indicate that PIP faces significant administrative challenges, such as mismatched beneficiary data between Dapodik and DTKS, delays in fund disbursement, low financial literacy among recipients, and minimal school involvement in verification. Moreover, spatial inequality in aid distribution—especially in disadvantaged (3T) regions—and the absence of impact-based evaluations hinder its effectiveness. These issues highlight the need for systemic reforms in data governance, greater cross-sectoral collaboration, and strengthened community-based oversight. The study emphasizes that the evaluation of educational assistance programs should focus not only on administrative efficiency but also on their actual impact in ensuring sustainable access to education for economically vulnerable children.
