ANALISIS KEBIJAKAN DELIBERATIF DALAM PEMBANGUNAN PARIWISATA BERKELANJUTAN DI KABUPATEN SERANG

Abstract

This study aims to analyze deliberative policy regarding sustainable tourism development in Serang Regency through evaluation of Regional Regulation No. 8/2014. A descriptive qualitative approach employing discourse analysis and Fischer et al.’s "Deliberative Policy Analysis" framework was utilized to examine data sourced from various documents. The findings reveal suboptimal development of sustainable tourism, primarily due to weak integration between destination marketing, infrastructure development, and creative economy growth. The limited strategic support is evident from the low allocation for the creative economy funding in Serang Regency’s Medium-term Development Plan (RPJMD), which stands at only 1.49% (2021–2026). Additionally, the absence of a comprehensive roadmap, database, and training for creative economy actors represents critical challenges needing immediate resolution.
