Abstract

This study analyzes the role of implementing agents and social communication in the success of the staple food assistance program in Lebak Regency. Implementing agents play a crucial role not only in technical aspects but also in managing local social and political dynamics. Effective social communication between agents and communities enhances targeting accuracy and smooth aid distribution. A descriptive qualitative method was employed to explore the experiences of implementers and beneficiaries. Findings reinforce street-level bureaucracy theory and emphasize the integration of socio-humanistic aspects in public administration. Recommendations include capacity building for agents and adaptive communication mechanisms. This study contributes significantly to the development of responsive and effective social policies
