Abstract

This study analyzes the social-cultural factors and challenges affecting the implementation of good governance principles in the electronic procurement system within the regional education sector. Using a qualitative case study approach at the Education and Culture Office of Serang Regency, findings reveal that bureaucratic culture, vertical communication patterns, informal social norms, and limited human resource capacity significantly hinder effective e-procurement implementation. Technical challenges such as uneven technological infrastructure also affect performance. The study reinforces existing literature on the critical role of social culture in digital governance success and contributes empirical evidence from the Indonesian regional government context. Recommendations include fostering adaptive organizational culture, comprehensive training, infrastructure improvement, and change management to enhance transparency, accountability, and participation in public procurement
