Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in regional economic development, including in Lebak Regency. However, most MSMEs still face limitations in implementing business management system innovations, particularly in the use of technology and integrated business management practices. This study aims to analyze the role of the Lebak Regency Government in promoting business management system innovation among MSMEs. This research employs a qualitative descriptive approach with a case study design. Data were collected through in-depth interviews, observation, and documentation involving local government officials and MSME actors. Data analysis was conducted using the Miles and Huberman model. The findings indicate that the Lebak Regency Government has acted as a facilitator, regulator, and mentor through training programs, digital assistance, and business legalization facilitation. Nevertheless, business management system innovation among MSMEs remains partial, not fully integrated, and unevenly distributed across regions. This study concludes that stronger policy strategies, sustainable assistance, and system integration are needed to enhance the effectiveness of business management system innovation for MSMEs in Lebak Regency.
